The project of Bakheng is an EPC project consisting in one fixed phase (3 years, 150M-USD) and one optional phase (1 additional year, 50M-USD) for the construction of the biggest Water Treatment Plan of Cambodia, located in the north of Phnom Penh.

As Administration & Finance Manager you will be in charge of leading and developing an internal team to ensure smooth functioning of the following areas: Finance, Planning and Budgeting, Human Resources, Administration, and IT.

This includes administrative and fiscal management of the branch.

Administration & Finance Manager

  • Management of a team of around 20 people (5 in direct – Cost Controller/IT Officer / Procurement Manager / HR & Payroll Manager / Chief Accountant)
  • Enforce and update procedures
  • Design & monitor the IT hardware and software infrastructure for projects’ operations

Relation with external parties (Tax, Auditors, Banks)

  • Review monthly Tax Declaration
  • Prepare annual Tax Filing
  • Manage Tax Audit for all projects in Cambodia (previous and current)
  • Relation with Financial Auditors
  • Relation with banks

Project Level


  • Management of the Account Team (Invoice control & matching, bookkeeping, assets, payment…)
  • Quarterly financial closing & Related reporting
  • Oversea monthly cost control and yearly budget, including activity & cash forecasts
  • Prepare Client Billing & Price Revision
  • Control & validation of invoice and payments
  • Preparation of cash-call for project operation

HR & Payroll:

  • Management of the HR & Payroll Team (Payroll, Preparation of contract, leave follow-up, social contribution declaration, Insurance for Employees, Fleet of personal vehicles, recruitment of staff & labor)
  • Monitor progress of Recruitment Plan and propose action if required
  • Reporting
  • Organize Campaigns (CASTOR / Annual Appraisal)
  • Develop and organize training plan
  • Mobilization and management of VCGP Expatriates


  • Management of the local procurement team (Process PR, Issue PO/SO, sourcing of suppliers, comparison tables, delivery follow-up…)
  • Enforce Procurement procedures
  • Implement frame contracts

Must have a minimum of 10 to 15 years in Finance and international Project 
Fluent English
